SARS now requires travellers entering or leaving South Africa to complete an online traveller declaration, and the requirement includes children and even infants. But does this mean parents must declare every toy, item of clothing or bottle packed inside their child’s luggage? Is SARS introducing another way to tax South Africans, or has the new system been misunderstood?
In this episode of News Flash, Joe Emilio examines the new SARS Traveller Declaration System, which became compulsory from 1 July 2026. South African citizens, permanent residents, foreign visitors and minors must now be covered by a traveller declaration before entering or leaving the country. Parents or legal guardians are responsible for completing declarations on behalf of their children.
Despite some of the alarming claims circulating online, travellers are not expected to list every ordinary personal belonging inside their luggage. Clothes, toiletries, phones, laptops, children’s toys and other everyday travel items generally do not suddenly become taxable simply because the declaration system has gone digital.
The process is primarily intended to identify goods exceeding the existing duty-free allowances, restricted or controlled items, commercial goods, large amounts of currency and anything else requiring customs processing. Declaring an item also does not automatically mean that duty or VAT will be charged. Customs officials must first determine whether the goods fall outside the applicable allowances and customs rules.
However, the controversy raises a much bigger question. Is it proportionate to require every traveller, including babies and young children, to complete a formal declaration when most families are carrying nothing more than ordinary personal belongings?
SARS says the new system is intended to modernise customs administration, improve border management and strengthen compliance. Critics may still question whether the additional administration is justified, what information is being collected and whether the system places an unnecessary burden on millions of ordinary travellers.
The episode also examines a disturbing viral video reportedly filmed at a petrol station in Bloemfontein. Petrol attendants can allegedly be seen confronting and assaulting two people accused of attempting to leave without paying for fuel.
While many South Africans have praised the attendants for refusing to allow the alleged offenders to escape, the incident raises serious concerns about vigilantism and the deteriorating public confidence in the South African Police Service.
When citizens believe the police will not arrive, do not have functioning vehicles or lack the resources to investigate crimes properly, some begin to believe that taking the law into their own hands is their only remaining option. That may feel understandable in the moment, but it creates a dangerous situation in which punishment is delivered without an investigation, a trial or any form of due process.
How much bureaucracy should travellers be expected to tolerate in the name of customs compliance? Has SARS properly explained its new declaration requirements? And are viral acts of street justice a warning that South Africa’s law enforcement system is losing control?
